I-Team: State police round up deadbeat parents

Thirty deadbeat parents were arrested early Wednesday morning in a sting coordinated by the Rhode Island State Police, the Rhode Island Division of Sheriffs, and the U.S. Marshals Service.

Twenty-six of those cuffed had outstanding body attachments, essentially Family Court orders in which a parent failed to show up or failed to pay their share of child support.

"Whenever we go out on a warrant, we never know what to expect on the other side of the door," said Rhode Island State Police Maj. Todd Catlow.

In all, the suspects owe $367,724 in child support payments. One deadbeat parent owes as much as $37,760, according to state police.

"To be quite honest with you, if I find an individual with a bank account with $50,000 in it, I'm going to take that bank account. I'm not going to refer that case to the U.S. attorney," said Sharon Santilli, director of Rhode Island's Office of Child Support Services, during a July interview with the I-Team.

Santilli told the I-Team her agency would prefer to suspend a deadbeat parent's drivers' license or take a tax refund. Santilli said jail or court doesn't necessarily help a family put food on the table but sometimes it's necessary.

In July, the I-Team reported that about 1,200 body attachments had piled up and little had been done about serving them because the Sheriffs Apprehension Unit had disbanded nearly two years prior. Newly appointed Chief Sheriff David DeCesare said he hoped to get the unit back up and running.

Reached by phone, Santilli said she was very pleased with Wednesday's sting.

"It sends a message that folks better show up to court and be responsible or there will be consequences," she said.

Santilli said more arrests or voluntary surrenders are a possibility.

One man, 45-year-old Geraldo Rivera of Providence, was arrested on a Superior Court bench warrant, a District Court bench warrant, and a fugitive from justice charge after walking away from a halfway house in Connecticut.

"Certainly, it's a sad circumstance when we have to arrest people for not paying their child support," Catlow said.
